Reading the agreement, the US now has to dismantle the Kurdish fortifications and confiscate their heavy weapons without having a presence on the ground.
So basically the Kurds have to volunteer to give up their weapons and leave an area Turkey already brutally invaded because they pinkey promised Mike Pence they would not genocide.

The Kurds get to keep Kobane(for now) but being surrounded by a Turkish safe-zone soon home to some 3.5 million Arab Sunni refugees is not going to do that city any wonders.

So unless someone hammers out the practical issues on this deal, we might see the US fighting a war against the Kurds and Syrians on behalf of the Turks anyway because they violated this deal.
And the US is now jointly responsible for this safe-zone. Not to mention they turned NATO article 5 into a 'one for all and all for one' ruling on the part of Turkey and the US.

It also doesn't seem like Assad, Russia or the Kurds themselves had any say in these talks and two of them just signed a deal saying that they would fight to protect against the Turkish invasion.

No, only specific cities can. California has two types of cities ones that have adopted a charter and those organized under state law. Charter cities can and have implemented ranked choice, San Francisco has, for example. This was a bill to allow the other cities to do the same. Former Mayor of San Francisco Gavin Newsom found that it was too confusing and harmed democracy. Although San Francisco will continue to use it in this years mayoral election like it has starting with Newsom's re-election in 2007.

Also he signed all over the last line of his statement like some kind of neanderthal.

the way to punish this kind of corruption is to societal pressure. Vote them out. Biden stuck his paw in a little nepotism? Don't vote for him, that's why it's good to talk about these things. That's why we have primaries.

Yeah, it's an uphill battle bc our politics are so tribal, and the two party system exacerbates that. For the centrist Democrats, any attack on their team is just met with denial and hand waving.

More broadly there's the issue of having a ruling class, where there's a small pool of people whose reputations are mostly impervious to their failures and just can just float around getting corporate and nonprofit board seats, academic jobs, talking head spots on TV, roles in government, etc. A rich failson like Biden's is a good example, but Rahm Emanuel getting all this country after basically covering up a murder is a symptom of the same problem.
