In 1996 Australia had it's worst ever mass shooting, the port arthur massacre, and in response to the intense public pressure, Australian government was able to push through gun control legislation that prevented ordinary citizens from buying a gun on a whim. Because of that gun control, around 40 less people are murdered in Australia annually with firearms, and firearm suicide dropped about half, around 200 less people committing suicide with guns annually. So this horrible tragedy caused some measurable good in the world, that as much as it pains me to say, maybe even outweighs the bad.
Call me cynical but i'm not sure I see the good in dipping the arms of POW's in below freezing water, just to hear the sound their limbs make when they shatter, or raping Chinese women then infecting them with the plague just to see if their baby survives (then killing it if it does), or tying people to stakes and using them to test the accuracy of flamethrowers.
