It's a bit of a paradox but I think he's less safe now that Sweden dropped their cases against him. The Swedes are very uptight on protecting journalists (that's why he was there in the first place) and not extraditing willy-nilly to the US, they felt burn when one terrorist suspect they accepted to transfer ended up tortured if I am not mistaken.

I used to be pretty dismissive of Assange's claims that the US was on a vendetta and that he was at risk of being shipped there but with the last two years I'm not too sure anymore.

Sweden got threatened with trade embargoes from the US if they didn't give up those two egyptians that was tortured in prison. They knew exactly what was going to happen, and they didn't get burned giving them up, they got burned getting caught a few years later.
And not even badly burnt, since the principal cabinet member in the affair was murdered a year before it blew up, and practically a saint at that point in time.

If anything it proves that Sweden could be persuaded to hand him over with only a few choice threats to the Swedish economy. We are much more uptight about protecting that than we are about protecting journalists.

Nah, that's why I said it was realpolitik as to why they didn't bother.
Statutory fines are statutory. They're fixed regardless of just how particularly shitty the intent behind the offense might have been.
If the end result of a successful prosecution was up to a $10k fine and some community service, a guaranteed $10k 'fine' (forfeiture of bond).

Civil cases are uncapped, and can get weird bonus multipliers for things like willful intent.

This is some bullshit skirt around statutory sentencing guidelines and shouldn't be applauded.
But by the same token I don't think the slippery slope argument applies, because most people who get a Get Out Of Jail Free card don't immediately follow up with a fucking press conference that was almost specifically designed to provoke further scrutiny of what happened.

If they'd just issued a joint press release about inconsistentices in his story and irregularities in the investigation meaning both sides had agreed to drop it where it is and forget about it, he could have still told people in private he was 100% innocent and it was all a police frame up, and he wouldn't have City Hall publicly looking like assholes and mad as hell.

Maybe they did, but there's no indication of that.  The Grand Jury issued indictments following what the CPD presented - and in Rahm's press speech he claimed those indictments came from only a piece of the evidence that was collected.  It didn't even get to the point of deliberating over evidence exclusion for the trial before it was quashed.

Eerrr.. pretty sure in the US it's routine to tack on civil penalties on top of any basic fines that are a part of a criminal code.  You have exceeded the burden of proof beyond what a civil case would require and if "damages" can be justified you pay up without a separate civil trial.

All art/entertainment is inherently subjective and people talk all the time about how the intent of the creator is largely irrelevant, so there's almost no way to prevent bad people with bad opinions from enjoying something no matter how carefully crafted it is to avoid doing so [especially if you're going to cover controversial issues].

Otherwise, how is this not a slippery slope?  Why only charge for the cost of an investigation in this case?  Why not for any old case?

The civil case IS the costs of the investigation; they said "Okay, we didn't prosecute you, but you are a famous rich dude claiming innocence very publicly, and shit talking the city in the process, and we all know you fucking did it, so we're issuing you a bill for the costs of our time, and you have seven days to pay it, or else we're suing for non-payment".

They shouldn't be pulling this shit. If they wanted to start trying to pull this shit regularly, they raise very valid fucking questions about "what exactly are my taxes fucking paying for then?".
I don't think they should be doing this shit, because its bypassing the concept of statutory fines.
But I don't think they're doing this because they want to start playing stupid fucking "well actually its not technically double jeopardy" bullshit in future cases.
I think they're doing this because Jussie Smollett is too stupid / egotistical to take the win, but tried to play stupid PR games in the press instead, and make City Hall look like assholes and expect them to just go "oh well, guess we look like assholes then".

Like... I don't think this is a thing average citizens should be afraid will happen to them.

The burden of proof is also lower in a civil suit than in a criminal case [which is why OJ was financial responsible for the death of wife, but not criminally responsible].
