Well, it can mean that. It certainly doesn’t have to though and I would agree that this is neither the appropriate or most effective response. I don't think politicians should ever have a "it goes without saying" speech when publicly discussing an ideology; they should always take a moment to distance themselves from and condemn the extremists of an ideology and make it clear that they aren't the gatekeepers of that ideology and do not represent what it means to most people.
