Minorities picking apart other minority groups in an act of jockeying over perceived social status isn't really a new thing.
So there's phenomenon of minorities, even black non-African Americans, looking to knock down black people. I do not know why but I noticed this here and there. They just bought into the bias and prejudice that exists.

These are just examples from a guy on a forum. Any paid professionnal writer who is tasked with fleshing out the game's world to make the story longer can easily do it, and can do it right. It's been done before elsewhere, and there's nothing stopping it from happening here.
And from a narrative perspective, ending Part 1 at when our party decides to leave Midgar to pursue Sephiroth just makes so much sense. Everything that happens in Midgard is its own story with its own conclusion. If it were a TV show, it would mark the end of the first season
