It tells you how to in the game!  Hold down the button that is mapped to your Pip-Boy.  It's X on the PS3 version so I guess A on 360?

Woo, got the radio station fixed, got Here and Now perk and Mysterious Stranger Perk. Museum was awesome. Im gonna go back later on, I have to go to bed eventually and I wanted to finish the quest so I left as soon as I got the dish.

Mysterious Stranger is my favorite perk.  Nothing like almost killing an enemy only to have some badass finish him off for you.  Only bad part is that if he kills an enemy, you don't get their finger.

The way it works is that if you're a bad dude, bounty hunters try to kill you, if you're a good dude, mercenaries try to kill you.  This is Bethesda's way of forcing you to be neutral, but screw that since I'm a good guy and will kill those who stop me from bringing peace to the wasteland.

And you can join Assassins/Mercs.  It is the evil counterpart to the lawbringer perk, so instead of good points and money you get bad points and money.

He talked about how I found this one orphan kid a home as I'm standing around over the corpses of these raiders I recently murdered and I'm just like "damn, I'm a nice guy."

hahaha, well youre a lot nicer than most of what walks n talks out there. Sure Three Dog wasnt there as I shot out the leg from a slaver that was trying to get away, only to power-fist his face in, but what does he know anyway. I got him his space dinner plate for his radio.

God damn I love Lincoln's Repeater.  The thing can take out Super Mutants like they're nothing but your average Raider.  Combine the gun with a few perks like sniper, finesse, commando, or grim reaper's sprint and you're a walking killing machine.

Jesus christ, just arrived at the Museum of History and I can see capitol hill in the foreground looming in the night. It's so cool to see something familiar in such a context. There's this constant depressing and melancholic feeling, a feeling of loss when you travel the wasteland.

Too bad I've never been to Washinton DC in real life. Does Fallout need to take place in Washinton DC? Or can future Fallouts take place in other cities/continents?

I'd like european city, somewhere I've been like Paris, London or Berlin. But they probably won't do that.

Fable II was a nice good simple RPG, but this is another category...fantastic. Such a cool dreary setting.

Cooler setting and world, better menus, so far better balance, better graphics, better combat (it's no just swinging a sword or shooting lighting) although not a shooter, denser but still huge.

I loved Oblivion immensly (put more than 160hours into it) but this one is more engaging faster and keeps you in it.

Oblivion doesn't even come close to matching Fallout 3. Story, characters, graphics, sound, gameplay,...hell everything is better in Fallout.  It's like night and day.

IMO, this game keeps reminding me more of Morrowind than Oblivion - and I mean that in a good way.  I LOVED Morrowind.

Damn, all the positive feedback is making Fallout 3 go to the top of my list.  Guess I'll put away Far Cry 2 for awhile to check out F3 in more depth. 

Can someone please explain VATS for me?  I know that VATS pauses the combat and lets you target specific parts but are there any negatives to using it?

no negatives, just reduction of action points.  once action points are gone, time to run like a little bitch!

also, crouching reduces action points even more when using VATS -- but also increases accuracy.

Whats nice about VATS is you can fire outside of vats without an impact on your AP. So if you are at range and your target is an easy shot, go for it without VATS, but if things get up close its generally best to switch to VATS to get the most potential out of each shot.

I want to be at home playing this game some more as well! 

I love using my combat shotty against super mutants.  I'll crouch to the ground, hide behind cover, and when they get close I'll pop out, aim up in vats and blow their heads off in about two shots.

I love the sawed off shotgun. If they do get in close I just aim for the head and POP. scoped magnum is my mid-range of choice and I still have the general purpose hunting rifle for long range- better than nothing.

Switching weapons as enemies move between ranges is pretty essential for ammo conservation.

The vault tour in the museum of technology was awesome and creepy. I still need to fully explore that place.

i almost always do small guns cuz they are the easiest ones to get at start when you are a weakling, speech because i talk to everyone i can, and this time i did repair because repair is SO important here.

i am not really a fan of big guns myself and i found a laser pistol pretty early on (esp for a FO game).  my most recent level (10) i dumped a ton of points into energy weapons

Going back to VATS, the only time I don't use VATS is when I've run out of action pts and I'm forced to lay some lead down to keep whatever at bay.  With caps and ammo being as limited as they are (especially in the beginning), VATS is the best way to conserve resources plus it just looks fucking awesome.  Nothing like blowing the shit out something like a Raider and seeing their limbs fly all over the place in slow motion. And pick up Lincoln's gun, add a few perks like the one that resets your AP for every kill, and you can basically chain everything in sight without leaving VATS.  Pretty sweet.

I fucking love VATS, it's very cool seeing the legs or head blow up. Reminds me a bit of Gears in that. Crippling someone is also very cool, they wince in pain and stumble towards you.

a tip for you pc guys...

for some reason, when i was running the game in 16:10 @ 1920x1200 on high settings, the framerate was pretty bouncy and i'd have noticeable jerkiness in every type of environment including rooms/indoors.  i then switched the resolution to 16:9 @ 1920x1080 and noticed HUGE improvement in framerate.  60fps+ indoors and in cities, with a very solid framerate outdoors, definitely above 30fps -- all on ultra settings with 2x AA, 15x AF, and v-sync on.

not sure why that was the case, but i highly recommend trying out the 16:9 settings to see if you get improvements.  it was literally night and day.  i didn't think i'd be able to play on ultra settings at such a high framerate.  the visuals are even more drop dead gorgeous now.  fyi, the video card i'm using is an nvidia geforce 8800GT on a mac pro.

With everything else maxed, turning off water reflections, lowering AA and AF to 2x and 5x, and turning off Vsync got me to 40+ outdoors and a solid 60fps indoors/cities at 1440x900. The game hardly tears with vsync off.  Surprisingly, the biggest gain for me was disabling water reflections--that shit was dropping me to like 20fps any time I got near a body of water.

For some reason, the main hit for me is whenever a Mr. Gutsy is in the area. It chugs really bad when that happens.

I played Fallout 2 before Fallout 1, I enjoyed both games, but I like Fallout 3 more.  They are different types of games now and I really like what it has become.

So my lawbringer perk is basically wasted now.  I was on top of the hill next to the Regulator ranch when 2 giant radscorpions broke down the fence and started attacking the brahmin.  The regulators filed out of the cabin and started attacking the giant radscorpions with one person running off north into the wasteland alone, which I thought was kinda funny at the time.  After it was all over I climbed down off the rocks and entered the cabin.  Well it just so happened that the idiot that ran off also happened to be the woman I need to talk to start this freakin' thing.  I went outside combing the area to see if I could find her or her body but came up empty and now that I've been in and out of that cabin several times, the autosave file won't help me and my previous hard save was like two and a half hours ago. :/  Lesson learned.  Save often.

lol I walked into Lucas Simms house in the morning when the door was unlocked and he was asleep inside. Snuck into his room and grabbed the bobblehead. Right when I leave his house some lady goes "Youve done so much for us, I wish there were more people like you. I want you to have this" then hands me bullets.

To be honest, bobbleheads dont count as anyones property, so I wasnt stealing...kinda

So I'm heading for Vault 112 and on my way I see this church, I think to myself "oh nice church, maybe there are some friendlies there cause it's a church and shit". I enter the church and get a shotgun blast to me body from a trap, then all of a sudden I see 4 reds light up. Head outside and walk into a flamer, kill him. In the distance I get shot at from 3 other dudes. I duck behind a wrecked car, which gets on fire from the enemy fire. I go duck behind the church and I see one red icon coming towards me...as he comes to me the wrecked car explodes (holy shit, they're like mini-nuclear explosions, so loud, always scares me). Then I wonder where the other two raiders have went and come from my hiding spot and see they're in a fight with a trader who passed by.
Luckily there was a lot of loot in the church.
What's also fun is luring enemies into traders or brotherhood of steel guys or outcast brotherhood of steel guys. They're so fucking strong and do all the work for you, although once two super mutants (one with a mini-gun) killed one brotherhood guy who had a laser rifle, the other guy killed them off but it got me great armor and weapons.

When wandering through the wasteland it still amazes me how utterly destroyed this world is, the imagery is more scary than anything I've experienced in any game...so cool.
