There were a few Chinese and Russian operations rumored in TF2 and DOTA 2 markets before this.

Rookie mistake there. That setup was bound to fuck them over ultimately, even (and especially !) if a game was released.

It's a real issue to have so much money entrusted on a whim to amateur outfits. Most disheartening is the fatalist undercurrent that consumers should just learn to suck up the losses without recourse in what appears to be gross mismanagement.
