If somebody gets perma-juniored, does that mean that their next ban is a perma-ban (since juniors get one strike and they're out)? That sounds like the worst thing you could do to someone, you can't make a thread and you always have to walk on thin ice. So the mods should be much less restrained in using such a tool.
