I believe we already went through this debate here once, but in a first strike scenario (which implies not under the pressure of a life threatening time limit of a few minutes to respond) there's already some protocol and others parties supposedly involved in authentificating the order. It's a reasonable stance to think a stronger check on such a power would be a good thing but I'm not sure you can really work it in there considering the reality that in case the ICBMs start flying, a single decision maker capable of acting quick is the only working solution other than letting commanding officers make the call themselves. It's not so much the procedure but the concept of a first strike itself that should be made unlawful (as far as it is possible to really qualify what it is).

The Secretary of Defense has to confirm the President's order. He can't countermand it legally, but he has to confirm it before the Joint Chiefs are supposed to relay the orders.

All sorts of various low level people have stopped automatic nuclear launches, most famously the Soviet dude who disobeyed orders because he figured the U.S. wouldn't bomb them with just one missile so it must be faulty equipment.

There's all sorts of people who can say "nope" and risk the consequences of disobeying any seemingly absurd order.

Immediately murdering the President seems like a bit overkill.

That water in German restaurants thread is weird (and not just because it's also a debate about toilet bowls). Everybody seems to conflate & confuse tap and bottle water as if they were the same ?
It's kind of bullshit that it's not mandatory by law that German restaurants have to offer you tap water for free along your paid meal though.

Tap water is a basic necessity and in effect the restaurant has it for free and only will offer it along a much more profitable meal (or wine) : Free tap water or free bread is instant added value for no cost. That would be as weird to me than paying for the ashtray : It's petty. Most people, myself included, probably prefer to have better quality bottled water most of the time anyway, despite the heavy markup.

You're joking but it wasn't that uncommon in Paris cafés 30 years ago that you either had to pay or get a token from the barman. I've seen it a couple times still, mostly in places where the owner never bothered changing it.
Likewise you'll still find public restrooms operated by a "peepee lady" you pay a toll too (or paid automatic ones) though it's mostly restricted to national railways stations now.

It's like getting free peanuts with your beer. The bar is probably paying a few cents out of its pocket but they make you more thirsty so...
Besides in France tap water is part of the cover charge in restaurants. You're legally entitled to it. Unlike a glass of water in cafés but yet it is customary in most places you'll get a free one with your coffee if you ask for it.

In Paris, Venice, Rome, the Riviera, etc you are gonna get nickled and dimed over stuff.  You order water and get a 3 euro bottle of San Pelligrino and the table of locals next to you gets a free carafe of still water.  That's just how it goes when you're a tourist.

As I said, in France it's legally part of the cover charge so you can raise a fuss. Be sure to ask explicitly for tap water. There should be no doubt when asking for a "water carafe" but I could see some owners playing dumb with tourists.

That said, San Pellegrino is the superior choice to accompany a meal so there's that !
