You go stand in groups. If your candidate does not meet 15% then the other groups at or close to it try to convince you to come join their group or you stay uncommitted. After a set amount of time (can be many hours) they eventually count these up and use them to elect county convention delegates*.

The county convention delegates later will elect state convention delegates*. Those will elect the national convention delegates. Have a fun, enjoy.

*This is how Ron Paul won Iowa and other caucuses, everyone for the non-Paul candidates left rather than stay to pick the actual delegates. The Paul (and Romney since they were often party office holders) people stayed.

The GOP holds a door straw poll at their caucuses so a lot of people vote in that but don't stay to participate in the actual caucus process, I do not believe the Democrats do this anymore. Or at least they've been getting rid of it, I recall some media confusion in 2016 because the caucuses were only reporting delegate totals, not vote totals.

The NYT article is gated behind login and I can't verify the context for "just as murderous" but I would really doubt it's meant in a purely mathematical sense (correct me if I'm wrong). Beyond that it probably comes down to whether one believes Nazi Extermination cannot, ever, be compared to other atrocities without cheapening it.

It might also be a statement regarding the partitioning, invasion and its immediate aftermath specifically, before policies of systematic extermination really get formalized then ordered.
