If you want an efficient and well running government, then yes, you'll want the IRS to collect the taxes that are due. It's not the IRS fault that you have to pay taxes, it is their job is to collect what you're due.

On a serious note, museums are not cultural hubs for representing a nation-state.  It's not like we infer belongingness based on anything but private discovery and purchase.  The British Museum is not full of British shit.  If an Easter Island museum wants their artifact back they can bid on it.  There are Museums in Florence that would love to claim the Mona Lisa on ethnic grounds, but Paris won't give it up.
