Yes. Women’s bodies have been toned down even further from Mortal Kombat X (which was already very tame compared to 9). And their costumes, in my opinion, lack any sort of personality now, being boring battlesuits. I mean, don’t get me wrong, I always thought Sonya’s look in 9 was fucking ridiculous, and a more serious tacticool look is better for the kind of character she is suplosed to be.
But removing all sorts of cheesecake from the ninjas is awful. It makes the game lose a lot of the fun, cheesy B 80s action movie look it used to have. Let the characters who are meant to be rooted in reality look realistic, but let the magic ninjas dress fantastically. A mix, rather than either one or the other.
Make Sonya serious and covered up, absolutely. But let Mileena’s tits be both free and huge, godfuckingdamnit.
Dunno what the hell happened at Netherrealm, but both MKX and Injustice 2 got noticeably toned-down in regards to female character proportions and costumes compared to their previous versions. MK11 continues to get even more and more disgusting with its gore, but DON'T SHOW TITTIES! Impaling a pole through someone's eye socket and spinning them around while their guts hang out? Totally cool! But we wouldn't want some cleavage or an ass in their to corrupt the kids, now would we?
Isnt part of Mileena's thing being a kunoichi that uses sex to lure men in and kill them? 
We haven't seen mileena yet, that's Skarlet. Though her thing was that she gets her power from the blood that touches her skin 
Mileena doesn’t really use her sex appeal, her “lore” reason is that she’s an ugly butterface and compensates by going almost naked.
And that’s both Jade and Skarlet now looking similarly. I have little hope for the rest
Some old-style outfits could be hidden away in the customization mode or released as DLC. Look at Kitana and Mileena's MK2 costumes in MKX for example.
