The debate has nothing to do with a hypothetical cost-free 60fps, and everything to do with resource allocation, where 60fps does have costs. It takes time, money, and processing power to reach a locked 60fps. For the end-user, while the dev's time and money aren't necessarily important, the processing power allocation is. When people say a game like BotW should be locked 30fps, it's because bumping it to 60 would cost visual fidelity in a game that is already on the edge of occasionally being ugly, occasionally being beautiful. You can think that the cost is worth it; that's great. But some people don't. And that's where the debate lies. To say there is "not a debate" when there clearly is a debate as to how resources can best be allocated for each game is just plain wrong.
