I agree with you here, I have no doubt that most of the people who spout "its not my responsibility to teach them" have not put any effort into any kind of civic improvement in their entire lives and just want to maintain their own little lazy status quo. It's why they've created this whole conspiracy theory about people engaging in bad faith, because it gives them the needed moral excuse to continue to be lazy.
