The site does not moderate.  It's right in their manifesto on CP on the very site we are discussing.  The owner has re-iterated that numerous times.  So no, 8chan, meaning the owner and anyone he actually employs, do not police content.

It's like their entire point.  He leaves it up to the moderators to remove any outside influence.

You believe that at no point in the history of the site did this system ever fail to stop CP boards from proliferating.   

I think that is kind of ridiculous, especially considering their de-listing from their Carribean registrar and being shut down by Cloudflare.   It is more logical to me to assume that this system of volunteers either failed to be diligent about CP or actively wanted it there, up until the site's existence was basically called into question.

8ch is an unmoderated website, it only conforms to US law. If the US doesn't define it as CP, it's not. Just like how if some countries declare lolicon as CP, it doesn't actually make it true as US law is dominant among server hosts. Small irrelevant nations cannot realistically restrict or enforce their own speech laws if it contradicts US law. Boomer politicians in irrelevant nation-states are having issues coming to grips with the fact this is beyond them, and leaning on big social media to transcend their legal reach to international communities.

Just because 8ch got temporarily deplatformed because of some journos, doesn't actually mean any of it was true. If it was true, it would be a legal matter, which it's not. You're just acting like a useful idiot for someone who views independent communities as a threat.

Your site can still be reported to authorities, your ISP, Cloudfare, etc.   

Which is what happened to 8chan when it was de-listed by their Carribean registrar and removed from Cloudflare in 2015.

Obviously the site would be REQUIRED to respond to that level of report;  but they do not actively moderate the boards themselves, for the 20th time.

That's not what a "abuse compliant" is, it has nothing to do with the internal operations of the website. "abuse" is a standard method to contact the site operator to report illegal activities or spam. All domains, IP blocks and websites have an abuse contact, it's usually abuse@domain.net. This is where the legal obligation exists.
