In reality you can't generalize, there's some games where the story is definitely front and center and the gameplay is a wrapper or vessel for it. But those will already have the designer scaling down the interaction and the challenge or provide an easy mode.

I also get :trigger that competitive games gets brushed to a "does not apply" asterisk when they're pretty integral to the notion of gaming in the broader sense.
