It's less about the top talent and more about how bad most of the teams' rosters are that they bring down the PER average which is always set to 15.

*Outside of that period in the 1980s/1990s where the national leagues were literally amateur leagues with a handful of pros who stayed in country for one reason or another...the Euroleague and cross-country competitions (and Olympics) never showed this divide.

Wealth distribution in the United States was more equitable during the time where the government was assassinating black civil rights leaders and white people were trying to prevent voting rights and integration. When black people start doing financially well we get culturally undermimed (watermelon sharecropping), run out of town (South Carolina) or just outright fire-bombed (Black Wall Street).
