In the context of America, incremental progress is pretty much the only thing that can work.  Every other solution that people put forth requires the non-affected to suddenly get affected, but to be affected in a way that they can't weaponize back onto the groups the system fucks over.  You basically need an "enemy of my enemy" situation, which Trump has actually worked as a good example of, but not to the scale necessary for radical change because he also split the country in half ideologically.

You think something like Flint would work today?  In a hyper-fast world where people's attention spans have regressed to the point of a 5 year old with ADHD while media bombards us with other stuff?  Where the news cycle is dominated by a pandemic with a return to normal being at least 2 years away?  Where right wing grifters have gotten better than ever at painting a narrative and then doing everything they can to signal boost it? 

You'll get a bunch of lip service, a pretty alright policy change or two that isn't even close to enough, and that's generally it.
