I can't help but think the Chris chan ting could have been dompletely avoidable (if true) with even semi competent social care 
Yeah, but this is just another chapter in the saga of internet "sociopaths" milking him for lulz.
The guy's been more or less tormented because of his mental illness for how many years now? 15? 20? I doubt suddenly everybody grew a conscience.
In other words, these people didn't want to avoid this.
I completely forgive anyone for wanting to stay fully ignorant of chris, but you're wrong about this
chris has had a community of people trying to protect him and help him for years now, for example they sent a big care package and money when his home caught fire
around 2018, a small group of people ("the idea guys") managed to duck under the radar of the people working to keep him from being fucked with, and got chris into a secret discord where they fractured his mind and stole a combined total of $6000 from him, when it was discovered everyone was outraged by this and reported all of it to the police and FBI, who promptly did nothing
since then they've been even more protective of him, there have been legit action plans in place for how best to help him when his mom eventually dies and he'll be homeless
most recently they were making an honest attempt to help him earn some money for a trip to a convention he wanted to go on, and it was all going really well, there was hope that things were starting to work out
