I don't think it's a troll or that it's representative of the behavior of trans people, in general.  It's just your run-of-the-mill pervert that gets off to doing this in front of kids, and is very well aware there's no rebuke whatsoever thanks to the conventions of tolerance culture.    In fact, that power probably makes him hornier.  There's an interview floating around with the principal responding to this, and it's clear he's scared to death of doing anything about it.
