Well they just handcuffed him, how hard is that? People get handcuffed wordwide without being tazered.
This wasnt some big strong guy to begin with, there were 3 of them for crying out loud.

don't know if I would tazer him. I don't know the situation prior to the video, or the context.
But what I did see was the officers starting out by simply trying to reason with him. Asking, quite politely, for the man to put on his clothes. He refused.
The officers then appeared to try to make a lawful arrest. But the man resisted. And a naked man resisting can be a difficult man to cuff without using force.
Initially, the officers tried to use low-level pain compliance (a wristlock). That apparently had no effect, and the man continued to resist. The officers then escalated the use of force by taking him down, pinning him down, and grabbing his hair.
But note that the man continued to resist, and the officers couldn't control him. The leads to quite the dilemma for the officers. I mean, they can't just give up and leave. They, apparently, have to subdue this man somehow. And there's only so many options they have.
They could keep wrestling with him, for who knows how long. maybe one of them will get injured in the brawl.
Or, hell, they could start beating on him. Yeah, that'll work. Oh wait, but that will look even worse, and give the man even more prolonged injuries.
Or they could tazer him. A tazer being a device which is used thousands of times a year with no more lasting effects on the subject than remembering how much it fucking hurt for those five seconds.
Looks like a textbook case of a tough fucking situation. I don't know what I'd do. But by all means, rail against these cops as inhuman bastards.
