Bisexuality CAN be the same as pansexuality.
The bisexual manifesto published in the 90's already mentioned that bisexuality is not binary.

'Bi' anything is clearly defined around consisting of only two parts; one thing and its opposite. Bi in regards to sexuality was coined around male and female, before all the new identities and whatnot were acknowledged. Long before that manifesto you might've read in the 90s bro.
I get the idea of updating the term to cover everything, but then it no longer makes sense as a word. Thus a wild pansexual appears.
