Trump is using the age old trick to get rid of a client you don't want.
Simply give them a price they'll never pay.

1) The client accepts (this sucks, but at least you're paid 2 or 3 times your usual fee)
2) The client declines your offer and goes elsewhere (but it is their decision so no hard feelings)

Now China can use "price anchoring" every price that comes after the first offer (5 billion) will be relative.
So something like 2.5 billion is a lot but compared to 5 billion that's only 50% for pretty much the same service.

When you have a difficult or demanding client you make the price say no.
That way you clear some space for new clients or more work for better paying clients (in this case Saudi Arabia)
It's kinda weird to see it in politics though.

I wonder when Trump is going to give Germany and other countries that host US troops a similar offer.

Having a physical troop presence in any foreign country seems sort of outdated with the drones and everything.

It used to make sense because you had to deploy troops to occupy an area and keep it under control.
Now the wars are fought on the internet, with currency devaluation and with drone strikes.

Saddam couldn't win with tanks and troops against technology in the 90's. Just imagine how such a war would play out 30 years later.

The actual combat in any recent war with NATO involvement was over within a week or less.
After that it's an insurgency or terrorism and guerrilla warfare that most nations are ill equipped to deal with.

The war on Libya lasted until the UK and France ran out of cruise missiles.  :doge
The time that you could win a war by physically marching your troops into someone elses capitol is over.
And no one wants to deal with the shit in the conquered country anyway as they have their own shit to deal with already.

Quick summary:

- piece of shit starts stabbing people (2 dead, 3 injured). Starts at (or just outside, not clear) the Fishmonger's Hall on the North side of London Bridge.

- random people start kicking the shit out of him. That includes someone using a fire extinguisher, a guy convicted for murder who was on day release, and someone who grabbed a fucking narwhal tusk from a wall at Fishmonger's Hall (I'm not joking).

- cops arrive within 5 mins, get the civilians out of here. They end up shooting the guy as he revealed he had a bomb vest/belt (which turned out to be fake).

As a reminder, London Bridge was where, in summer 2017, a group of pieces of shit went around slashing people with machetes.
