Made it to the second round of a bid for a big government project. 
Didn't get the job.
Our government awards contracts using a point system. There were a few categories, including the quality of the plan.
My plan had a 100% score. All 30 points I could get for the plan. Boom.
Especially because we didn't just hit all the boxes but also questioned their shitty prototype as it did not meet their project goals.
My offer was 90k, which was below the maximum allowed budget of 100k.
So why would the government reject a plan with a 100% score?
Well, someone scored 51% on their plan but offered the web application for a grand total of 20k. Less than 1/3 of our asking price.
No wonder all government IT projects fail with dumb points systems like these that force them to choose the worst plan.
The government could've had something great. Now they get garbage.
I hope it crashes and burns.
