I think the administrator was obligated to do something if they don't have the authority to close the prison on hot days.  It sounds like the administrator and the tourist did what they were supposed to do in order to avoid people passing out and to get the issue to the attention of someone in charge.

I've never designed anything in Photoshop worth a shit and I can't draw anything other than stick figures, but these days you don't really have to in order to critique graphic design because everyone can become an expert overnight with a little YouTube and Wikipedia instead of paying for four years of college and having 20 years of art experience.
