I'm mostly fine with 30fps in games, like rpgs are totally fine 30fps. But certain genre really need the fluidity of 60fps like Fighting Games. Other genre should be 60fps, but are mostly 30fps these days and I won't bitch and moan if they're 30fps like FPS, Action and Driving games (will begrudgingly still enjoy a good 30fps racing game though).
When I gave Ratchet PS4 a whirl I definitely felt that sub-30fps feel. But like Bloodborne feels fine to me, even with the frame pacing oddly enough. I think I expect a game like Ratchet to be a lot more twitchy and fluid so it throws me off. Otoh when I booted up Star Ocean 5 and the camera is all flying around with dudes fighting in cutscene at 60fps in the opening, it looked really impressive and nice because 60fps is so rare for rpgs, let alone rpg cutscenes. MGSV looked much nicer than it should have thanks to the 60fps.
