BIDEN: I would say sometimes yes. By and large, its been the tail wagging the dog. There are a lot of good people involved in the Tea Party, their objective is, they don't want government involved in anything. They're not liberal or conservative, they're anti-government, so their ends are met best when nothing happens, but you can not sustain a democracy without arriving at a consensus.

Southern Strategy talk is just a way for democrats to deflect criticism that they were the stewards for the South and Rust Belt cities that were stagnant or quickly eroding for decades post 50s. Decades of this ineffectual governing and corruption led many to vote Reagan instead. But dems don't want to acknowledge that... they'd rather just blame it on racism.
That's certainly what it seems like, but again I'd expect him to be constantly flipping out in public and not just tweeting insults and insinuations at war heroes and life long career diplomats who are testifying to Congress. I have to think he's actually being sedated or is at least being denied his speed.
