If you are willing to count someone who eventually won after losing, California has six with Hiram Johnson, Earl Warren, Pat Brown, Ronald Reagan, Jerry Brown and Pete Wilson.
The old defunct "favorite son" practice sorta complicates this; sometimes they'd get nominated for this and suddenly become a bigger candidate or even the nominee. But if they never did oh, well, totally a favorite son definitely didn't have bigger aspirations, nope.
