Maybe I don't have a good grasp on that economy but that covers a month of work for 20 people at best ?

Saw a tweet thread explaining that despite the huge amount of money being poured into politics, the incentives aren't there for developing tech tools for the long term (except those that facilitate campaign donations in compliance with the FEC, like ActBlue).

$70k to make an app from scratch and have its first actual use be the Iowa caucuses is... not great.

But you'd be better off with a 2-3 person senior team, and they probably could get it done for $70k.  It's just hard to find high end developers who are looking for such a dinky short project.  Staffing at consulting companies want 6 month to a year long contracts otherwise you end up with too many high paid people sitting idle.

I guess you could do it with just a handful of actual devs for that price much better than the shit they pulled but if I was the party in charge of that work I would prefer to work with an established company with a lot of overhead, some legitimacy to ensure security (especially in the fraught zeitgeist of election interference) and confidentiality plus extensive testing on top, which would end up involving more than a dozen people.

Then again it's all moot because nobody cared that much, it would seem.
