The point is, culture belongs to everybody. You can't "appropriate" it.

The problem isn't that culture should be silo'd but that oppressors often appropriate culture from the oppressed while simultaneously trying to suppress that culture within the oppressed. Taking from them while trying to erase the origins.

IE white women adopting black hairstyles but black hairstyles remaining "inappropriate" for black women in the workforce. Something my girlfriend experienced at her last job was a manager telling her should couldn't have her hair braided when a white co-worker had a similar hairstyle but was not similarly reprimanded.

It's not about white people making collard greens or Gordon Ramsey cooking Asian food.

The concept of cultural appropriation doesn't require culture to be a fixed point though?

You really need to define your terms then, and what you mean by cultural appropriation, because the example you provided... frankly isn't, and the idea that culture is a currency or a commodity that one side is 'stealing' in a 'trade' is closely linked to concepts of cultural 'purity' by refusing to make that exchange.
And if you want to keep a culture 'pure', exposure to other cultures - or cultural contamination if you will - must inherently be avoided, because any such exposure will result in a new culture that is no longer purely whatever the culture you are trying to 'protect' but a new product comprised of elements of both.
