Russia does not pose a conventional military threat to the US and the discrepancy in defence budgets is so severe (not just with regards to Russia but with every other country on the planet) they wouldn't be even if the US halved its budget or something. Russia poses a threat through nuclear means (which may be neutralized through high tech, specialized counter measures, though doubtful and at the point ICBM are flying it's already a loss for everyone) and unconventional / asymmetrical / unexpensive / espionage means, none of which can be solved through brute force / spending.

Besides I'm not sure it's pertinent to the discussion which at this point is on the concept of reparations themselves. And despite being skeptical to righting that wrong with direct payments many generations down the road, I'm sympathetic to the fact that slave descendants in the US have some factual basis to claim they were the victims of a bait and switch and that freed slaves were promised some kind of direct reparation that never really came to be. Even if there's probably an argument it would not have magically solved everything... (Though a much imperfect comparison, Haïti is not exactly a stellar exemple of justice and transition despite ex-slaves having a much greater say on the handling of the abolition they gained for themselves).

America spent half a trillion dollars on a redundant fighter jet that can't fly in the rain....

..So I'm also thinking there is some wiggle room that won't exactly harm America's ability to effectively mobilize against conventional aggressors that have a fraction of the fleet power we have at even half our current spending. For whatever social service or wealth transfer someone would want to fund.

Russia's big advantage has always been its raw materials most of which they haven't even begun to extract.
It is said that there is far more to be discovered beneath the Siberian ice if the government wasn't so dysfunctional and corrupt.

However all the money gained from their raw materials is not invested in the places where it comes from but in Moscow, the military, welfare and Putin's friends instead.

Also, Europe one of Russia's biggest buyers has fucked themselves by having Germany shutdown its nuclear power plants and fully moving to renewables.
They can't sustain themselves yet without nuclear power so Russian energy is required to keep the lights in Berlin on.

The Dutch are making pretty much the same mistake by reducing gas extraction because it causes earthquakes, banning 'fracking' for environmental reasons and also not doing nuclear power.
However, solar and wind energy can't provide enough power so we will soon be more dependent on the Russians as well.

US LNG is a pipe dream because I believe there is about one terminal able to process the tankers and on the US side the infrastructure is also lacking to export large quantities.
Which is why the Russians and Germans are working on Nord stream 2. A second pipeline from Russia to the German heartland, bypassing Ukraine. Which will double the quantity of Russian gas exports to Europe.

There's a lot wrong with that. First, some dogs are inherently more aggressive than others. Fuck, they were breed for their aggressiveness and attack-like behavior. Second , even if you have the most docile dog they can still turn on you or on someone. When a maltese decides to have a bad day you aren't coming out of it with a facial deformity. Ya know?
