When it's the prosecutors office doing all of this, the case stopped being in the hands of the CPD once the criminal victim was caught and charged. It's weird to see someone not go to jail and respond with "IN YOUR FACE PIGS" unless you're obsessed with a binary world in which there's good guys (black people who are not cops) and bad guys (cops) and third parties (the prosecutor) just complicate things too much.
