Though I lived in Manitoba at the time, I can't speak to details. There's a 2010 report from the Manitoba government here:
https://www.gov.mb.ca/health/documents/h1n1.pdfHealth care is largely administrated by the province, so it would mostly be the province "sending them medicine and medical supplies."
According to the 2010 report, 11 total deaths linked to H1N1 flu. I don't know what the racial breakdown is, but the report says "First Nations populations were more severely affected in the first wave than the second." This can be seen by the geographical split: 40% cases in the first wave and 9% in the second.
For the H1N1 vaccine, the province identified priority groups. People with Aboriginal ancestry were included in the priority groupings. 60% were immunized by the date the report was published.
During the first wave, Manitoba established a tri-partite table that included the province, the federal government and First Nations and Metis organizations. It included the
Assembly of Manitoba Chiefs, Health Canada – First Nations Inuit Health, the Manitoba Metis Federation, Southern Chiefs Organization, Manitoba Keewatinowi Okimakanak (MKO) and provincial government representatives.
The province developed targeted communications with First Nations and Metis leadership and communities.
