I'm not saying that Era live in a sheltered life bubble, but for most major western cities with even a slightly left leaning governance and a bit of money (which I really have to assume California counts as) homelessness is a mostly solved problem for people who through no fault of their own have hit economic hardship and need a domicile to get back on their feet, whether thats through government initiatives, charitable support, or some combination of the two.
What's not solved is the mentally ill refusing to take their meds / substance abusers refusing treatment / violent anti social types of homeless who get kicked out of shelters because they are threatening or attacking staff and other residents, and who would rather be on the streets than live by the rules those places have, and who, yeah, you're not going to feel comfortable meeting in a dark alley late at night.
