Guerrilla is in short the best example that if a studio really wills it, and is given the resources to improve, a studio that has made shit games in the past, can do great things in the future.
That's what bugs the fuck out of me between MS and Rare. I mean, seriously. Rare is huge as shit, how about some will now? You know, get some good artists, get some talented people, really try to make a freaking great game, and not just a "concept" game.
Bleh, MS 1st party sucks, news at eleven. Can't wait for the Forza 3 "looks like dog shit" bone that MS is gonna throw at us and pretend that it's delivering us a really major effort.

Ugh actually, the game was already over budget (40 million) a year ago. So when you account marketing budget in, + delays, it will be about 70 million when it's all said and done.
Don't know what's the big surprise anyway, if you think these big games cost anywhere near 20 million $, then you are living in the past.
