I only watched random episodes in the first two seasons. It tries to be Doctor Who for adults. Because Doctor Who is already pretty adult with a bunch of its themes, they had to supercharge the adultness of Torchwood by having a lot of awkward sex and a general vulgar spin to everything. It wasn't for me. It didn't have a lot of what I like about Doctor Who. But I don't watch many sci-fi shows, like Xfiles or whatever else is out there, so maybe fans of that stuff are into it more. Doctor Who is entertaining because it has a lot of adventure and fun and sci-fi and mystery and comedy and charm.
Season 3 is just five episodes all telling one story slowly. It's kinda contrived and feels too slow, often giving information that you plain don't give a shit about, and half of the side-character cast are uncouth and unlikeable (uh, fat British hicks is probably an easier way of describing them). But it has Malcom Tucker and some guy with a massive under=bite and they're featured more.
