I haven't played RSG myself, but everything I've read about it seems to suggest that Ikaruga is a waaaaaay better game. For starters, RSG's chaining system sounds awful. To get a decent score, you have to shoot red enemies and red enemies only 98% of the time, which means you have to ignore two thirds of the enemies in the game. And on top of that, the game takes around an hour to play through from start to finish it, which means it's incredibly long and very slowly paced.
At least Ikaruga deserves the praise it gets... but what's funny about Ikargua is that most of its praise is coming from people who probably aren't even playing the game right.
