There is one other solution,usb(or that Intel shit) compatible sticks.Download games anywhere--console,Win 8 PC,home,friend,work,Gamestop.Copy-paste already downloaded game, activate game using Live or go to Gamestop--they will happily sell you the licence key or activate game for you.

360 supports USB stick(formatted by 360) game installs,installs are copy-paste of game discs(you can get disc read errors),but they will not work unless,
1.Disc is in the drive
2.Content is trusted--tied to one console(account)
Those two things are easily solvable with license keys.Piracy?Slim chance,unless you plan to be forever offline.MS can now easily ban 360s for some past offences.
