The older brother was checked into by the FBI in 2011 when a foreign country asked them to (probably Russia) for having links to an extremist organization. They didn't find anything then, so they closed the file:

the scale of the fugitive search/manhunt?  essentially a complete shutdown of a major American city?

Sounds like the official response is maybe unprecedented, but the immediacy of the threat?  I can't imagine that finding the bombers in this case could be a more urgent or important task than finding the Oklahoma City bomber.  For that matter, we had the anthrax scare and the Beltway sniper running around in the post-9/11 days and none of the crappy local sports teams cancelled their games.

So right now I'm inclined to think that as traumatic as the event was, there was an overreaction by the authorities.
