The easy answer is that he wants things to get worse in those countries so that more people will try to flee to American, thus helping him make the case that the border really is in crisis. That would require Trump to be smart and a good planner, so that more likely answer is that he just wants the instant injection of adoration he'll get from his base by doing this.

Also the little details: W is pointing at the bench dude, which tells you he cares about what's important, but he's behind Obama and not with the Washington/Lincoln/Reagan circle, which shows that he fucked up his presidency by selling out to big government liberalism; the nod to bipartisanship by putting Kennedy next to the holy circle; the random shit on the ground in both paintings (the money almost makes sense because Obama wasted so much money on socialism but why is Trump praying to a discarded doll baby while a crowd of illegal Israelis are rushing at him?).
