Man, if impeachment charges don't come up, despite the investigation concluding that "Congress People, you can get this guy on obstruction charges", and the Dems instead run with "he's a criminal who got away with it" for 2020 
seems like at least some of them are basically gonna resist anything beyond mild oversight due to the politics and claim they’re leaving it up to the American people....Though some positive signs say otherwise
Though if that responsibility shifting is where we get to, given the last time America was tasked with such a decision about punishing borderline criminal acts, we re-elected the guy that lied the country into a war.
Also lost in all this is the president has already been named an unindicted co-conspirator in a felony campaign finance violation. So on the merits alone, there is more than enough evidence to justify impeachment hearings.
