And Ukraine isn't a special case. They were just to weak after the wall fell to stop the baltic states from joining, and i'm sure the same goes for the two other member states, but i don't know which ones you mean.
Finland wanted to remain on friendly terms with the russkies, and so they haven't joined. And they were historically more in Swedens zone of influence (or rather, actually part of Sweden) than Russias.
Norway does border, so i guess they are the special case because they aren't in Russias sphere of influence.
NATO countries bordering on Russia are Norway (joined 1949), Poland (1999), Estonia (2004), Latvia (2004), Lithuania (2004). The latter four were all in Russia's sphere of influence. Estonia, Latvia, and Lithuania were in the USSR and Poland was a satellite state of the Soviet Union. So why not Ukraine?
The Baltic states joined fifteen years after the fall of the Berlin wall. Was Russia still too weak? Was Putin not President? It's been fifteen years since these Baltic states have joined (20 if you count Poland). During these years, what acts of aggression have they committed against Russia? None, of course, since NATO is supposed to be a defensive alliance.

In those fifteen years, what have these countries done to Russia in those fifteen years? Nothing, but there economies have grown tremendously, unlike the economies of Belarus, Ukraine, and Georgia.
