Water utilities are very slow to upgrade their software. I remember when they were doing a database migration at my old company (which somehow cost $2 million for a department with a $10 million/year budget) and the cybersecurity guys restricted access to the old database through a slow-ass VM because it was easily hackable due to using some old version of sql that wasn't secure or something.

Operators are generally very smart and dedicated to keeping things running well. It's just the tools they're given are so limited.

Obviously this is different due to a power outage, but just in general there ought to be a better way of dealing with excess products that were not sold due to any reason. It's not like people are going to game an entire grocery store and stop buying food and then have 10000 people who are normally customers all go dumpster diving as if it's some master plan of getting food without paying.
