What was the last good dystopian sci-fi flick with effective social commentary anyway? Children of Men doesn't quite get there for me social commentary wise, plays it a bit safe.
COM (like Gattaca) initially appears to be a crapsack future (in different ways), but is ultimately about hope, and the triumph of the human spirit.
So I'm just gonna say Never Let Me Go, even if I really sat down and thought about it its probably not, because:
a) its really fucking good
b) nobodies seen it and it was a big flop
c) the society it presents is
so fucked up, but in ways that are not immediately obvious, and you have to put in some work of your own to read between the lines on just how shitty it is
