It's hard to know what to do with testing numbers it's still too early and narrow a data set. Should we consider per capita, since France, UK, Germany, Italy and Spain are within a similar ballpark in population ? Does it make sense for the US or should we consider states separately ? The US is... 5 times the population of France or Italy so it wouldn't be a surprise there's that many more positive cases if we assume the virus propagated evenly (which we don't know yet, but I guess the answer will only come many months from now...).

How to do counting of something like this is hard and going to be a cottage industry of bio-stats people for years.  Its not just the population size of the US that makes it exceptional, the weak national hospital system and the relatively weak federal government, so comparisons with other countries will be very difficult.

We can't, but the fact that the curve in positive cases match well with what is happening elsewhere -and Hubei population is very similar to France or Italy- (even if it's more of a representation of test capacity getting online and the proportion of severe cases working their way into hospitals) do point at the information being provided to be on some level accurate (remember when tinfoil hats said the stats were fake because they followed a quadratic growth or something ?).

I suspect and hope we'll see some correlation once lockdown effects start registering.

I don't think it's in China's interest to not cooperate in international health or have Western capital and clients decimated. I'm going to assume good faith in this matter or at least truthful if only partial data being shared.

There's suspicions that Russia is just pretending the problem doesn't exist and possibly excess mortality being passed off as pneumonia.
