Every single job I've ever had was based on nepotism to some degree. I met the qualifications for them all, but knowing people helped a ton.
For example, I went to graduate school, got good grades, got my Master's degree and state certification, but I ultimately got the job because:
1. I knew someone on the school board.
2. The assistant superintendent was my high school principal. His wife is also a school psychologist.
3. I went through the district as a student.
I had to work my butt off, but knowing people did help.
