Not sure if the PvdA would join another VVD government.
All the previous attempts ended in their party getting decimated and the VVD cucking them.
For that reason the VVD would rather include GroenLinks so they can destroy them as well.

It'll be difficult with parties ruling each other out.
I also can't see Wilders joining a VVD cabinet unless he has more or about an equal number of seats.

CDA will probably collapse further if they don't replace Hugo with another party leader.
D66 will be absolutely decimated if voters return to the PvdA and move to GroenLinks / FVD.
 
Also if the revolt within the ranks of the FVD continues and the party imploded before the election a number of those seats could also return to Wilders.
PVV's focus on healthcare now puts them at an advantage over the FVD COVID deniers I feel.
While before the pandemic the economic message of the FVD had more support.
The FVD torpedoed themselves by letting in the conspiracy nuts which is why movement from VVD -> FVD has stopped.
