Hm, when I looked it up it said governor appointment until next statewide election (which would be 2022, when Harris' term would end anyways).Becerra was number 4 or 5 in the Dem leadership when he was in the House so I figure he's got friends.
I don't know, you might have Gavin Newsom appoint somebody mildly more progressive than Harris is, and in a special election, it'll be a bit of a free for all. That's why Newsom could just appoint Tom Steyer to the senate in 2021.
