A post only needs to be reported once, it's about judging what is in the post, not how many people took offense or who is reporting. Code that if you can. Maybe it will help with not clogging the report queue. "This post has already been reported and will be looked at, thanks for your service."
Cap the number of reports per users (in a 24h window or something). Don't worry, the cliques will brigade just fine via Discord if they feel like it, it's not gonna severely hamper reporting (by your own admission you're drowning in it).
Have the name of the mod attached to whatever action is taken, at least to the person being sanctioned. Have an appeal system coded in that ensure a second, different mod, take a lot at it. None of that "please send a PM to some mod, take a guess at which one, or sent an email to a general purpose mail address we might not even read regularly lol". Beyond that level, all sanctions should be final.
Stop the flowery language. TOS and infractions should be as plain and black and white as they can be.
Stop trying to play chummy with the community.
My 2 cents.
People will still be pissed at bans and warns, but maybe it will free up your queue, will reduce the volunteer manpower you need and help with consistency. Checks, balance and due process is better than faux transparency and camaraderie.
