I think he's just saying that because people in Vietnam don't have much freedom of movement in general, the coronavirus is less able to spread.
I read it as: Vietnam's response to the virus isn't laudable because resident freedom of movement is extremely curtailed there.
For what it's worth, everything I've read about freedom of movement in Vietnam pertains to the fact that the government uses nigh unlimited powers under a decree to impede activists from traveling, especially abroad. Obviously laws trickle down from their intended target, but that's what gets the ink. From time to time I hear about environmental activists getting clobbered by the police, but that's not quite the same issue, and lmao if we want to talk about impeding environmental activists worldwide.
To show how meaningless this kind of stuff is, Belarus has a perfect 10 out of 10 in this metric in 2019. Venezuela has a 0 out of 10, but a perfect 10 out of 10 in freedom of foreign movement (no wonder they have a coup problem!) and a 10 out of 10 in women's freedom of movement.
